Andie Moss

President and Founder

Andie Moss is founder and president of The Moss Group (TMG), a criminal justice consulting firm established in 2002. Ms. Moss is also the founding member of Moss Justice Partners (MJP), a non-profit dedicated to thought leadership, research, and safety for justice-impacted individuals.

In 1992, Ms. Moss was appointed to serve as the commissioner’s representative onsite, during the Cason v. Seckinger general conditions lawsuit, to oversee a large-scale investigation into staff sexual misconduct at the state’s largest women’s facility implementing court ordered reform efforts. In implementing a challenging systemic change initiative of reform, Ms. Moss became dedicated to a professional path that led her to the National Institute of Corrections as a program manager in 1995 to continue to develop strategies to assist facilities in systemic change initiatives.

After a rewarding career in state and federal government, Andie established TMG to build an experienced team of practitioners with a dedication to excellence in correctional practice. TMG works extensively in implementing strategies to assist organizations in enhancing cultures of safety through application of leadership development, research, change management strategies, operational practice, and contemporary correctional practices.

In 2003, TMG was awarded a multi-year cooperative agreement with NIC to manage its PREA initiative by providing training and technical assistance to the field, as well as present at professional conferences. Ms. Moss managed this cooperative agreement for seven years, providing technical assistance to nearly all 50 states, developing video toolkits for adult and juvenile corrections, developing an online e-learning training program, and publishing brochures and articles to assist the field with operational and policy issues related to PREA. Additionally, Ms. Moss served as subject matter expert to the National Prison Rape Elimination Commission and the PREA Review Panel. TMG’s commitment to PREA remains, serving as a partner to the PRC.

Ms. Moss is active in professional organizations and contributing her expertise to the field. She is currently serving as an expert advisor for the Council on Criminal Justice, Women’s Justice Commission and recently completed her term as a non-alcoholic Trustee to the Board of Alcoholics Anonymous. Ms. Moss is the past-chair for the ACA Women Working in Corrections Committee, and a founding member and past president of the Association of Women Executives in Corrections.

Ms. Moss has proudly received several high awards from the field recognizing her lifelong commitment and contributions to the profession including the American Correctional Association’s E.R. Cass Award, American Jail Association’s Francis R. “Dick” Ford Distinguished Service Award, the NIC Executive Director’s Award, and the Association of Women Executives in Correction’s Susan M. Hunter Award.

Ms. Moss received her Bachelor of Science degree from the University of Georgia and a Master’s degree in Education from the University of Idaho.

Paige Adkins McCarty

Project Manager

Paige Adkins joined TMG in 2022 as Executive Coordinator. Paige comes to TMG with over five years of experience working in research contributing to the criminal justice field. She has supported several large-scale state and federal grant contracts intended to reduce drug-related crime and recidivism, which include Ohio’s State Opioid Response (SOR) grant and the Bureau of Justice Assistance’s Comprehensive Opioid, Stimulant, and Substance Abuse Programs (COSSAP) grant. Some of the research that Paige has been involved in includes reentry after incarceration for women, opioid addiction, correctional officer training, and Naloxone distribution for opioid overdose prevention. Most recently, Paige was with a non-profit organization. There she facilitated operations and administrative responsibilities for the research department, ensured compliance with grant and federal regulations, and provided operational assistance in research projects. Paige received her bachelor’s degree in Sociology/Gender and Women’s Studies with a minor in Criminology from the University of Kentucky. In 2023, Paige earned her Master of Science degree in Criminal Justice at the University of Cincinnati, one of the top criminal justice programs in the country. During this time, she published her first peer-reviewed article on corrections.

Caleb Asbridge

Project Director

Joined TMG as Director of Correctional Services in 2022, after having been either a full- or part-time consultant since 2005. As DCS, he manages and directs the work of consultants (employees and contract), project directors, project managers, and project coordinators, who collectively ensure the successful execution and delivery of TMG projects according to TMG standards.

Through his work with The Moss Group, Mr. Asbridge has worked with a wide variety of local, state, and federal entities and professional organizations. He began his career in 1998 working with juvenile sex offenders in a private residential setting and spent a significant part of his career working with the Kentucky Department of Juvenile Justice (DJJ). While at DJJ, Mr. Asbridge was responsible for statewide programs, policy, PREA and was the agency liaison to the Kentucky legislature.

Mr. Asbridge holds a bachelor’s degree in Government, Economics and Philosophy and a master’s degree in Public Administration.

Maggie Black

Project Director

Joined The Moss Group in 2014 as a project coordinator, providing logistical assistance and supporting the execution of multiple projects. In 2015, Ms. Black was promoted to associate project manager and in 2017 to project manager, where she continues to manage and coordinate projects with both adult and juvenile agencies focused on PREA standards implementation and compliance, culture enhancement, staff training, audit readiness, gender-responsive strategies, and strategic planning. She also serves on the TMG Volunteer Team. Notably, Ms. Black worked on gender-specific inmate orientation videos, provided support in leadership development trainings, provided on-site support during facility assessments, and assisted in curriculum development in the subjects of LGBTI, PREA, and gender responsiveness. Ms. Black formerly worked at the National Association of State Mental Health Program Directors and the National Center for Trauma Informed Care, working on a variety of projects to include mental health awareness and the reduction of seclusion and restraint. Ms. Black has a bachelor’s degree in Sociology from Manhattanville College.

Hope Cooper

Project Director

Hope Cooper joined The Moss Group in 2022 as a Project Director. Prior to joining TMG, Hope Cooper served as the Deputy Secretary of Juvenile and Adult Community Based Services for the Kansas Department of Corrections (KDOC) where she oversaw the Juvenile Services Division, to include the only juvenile correctional facility in Kansas, the Community Corrections Division, the Parole Services Division, and the Interstate Compact Unit. She served as the Commissioner for both adult and juvenile Interstate Compact for the State of Kansas as well as serving as national Vice-Chair for the Interstate Commission for Adult Offender Supervision. Her career with KDOC began in 2008, with roles including Program Consultant, Director of Community Corrections Services, and Warden at the state’s only female facility, Topeka Correctional Facility. Prior to joining KDOC, Hope worked for a juvenile treatment center for adolescent girls as a therapist, the Target Corporation, and as a Federal Probation Officer.

Hope is a member of American Probation and Parole and the Association of Women Executives in Corrections. She maintains her certification in the Myers-Briggs Type Indicator. Hope earned her bachelor’s degree in Criminal Justice and Psychology along with a master’s degree in Community Counseling from Chadron State College. Hope has a passion for people being the best version of themselves and believes every person has worth and is capable of change.

Mara Dodson

Vice President, Strategy and Growth

Mara is joining TMG in the role of Director of Strategy and Growth where she will focus on developing and executing a growth plan for TMG including business development, strategic partnerships, marketing, and new product offerings. Mara is excited to bring creative and innovative ideas that not only help grow the business, but most importantly, enables TMG to reach more people to make a difference and create positive impact.

Mara worked previously at TMG from 2008 to 2021 in various capacities to include Project Director and Director of Client and Partner Services. In these roles, she focused on client delivery and leading teams to provide solutions related to leadership and strategic planning, gender-responsive and trauma-informed practices, PREA, organizational culture, operational practices, and training development among other areas. Mara worked from 2021-2023 at Guidehouse in the role of Associate Director where she led project teams dedicated to creating outcomes that improved the health of our communities and supported organizational development. Areas of work included data modernization, process improvement, organizational change and change management, and diversity, equity, inclusion, belonging and accessibility planning. Mara earned a master’s in business administration at American University and received her BA from Tufts University. Outside of work, Mara enjoys spending time with her husband and Buddy (her dog). She is an avid reader and lover of travel adventures.

Jenise Durant

Project Manager

Jenise Durant joined The Moss Group as a Project Coordinator in 2022. She brings eleven years of criminal justice system experience having worked in training and as a detention officer. Jenise received a Bachelor of Science in Psychology and Criminal Justice as well as a Master of Science in Criminal Justice from Charleston Southern University. She began her career at Lexington Detention Center where she worked for five years. Duties performed included intake, booking, classification, and visitation. She also served as a Field Training Officer with the department. Jenise later worked for the South Carolina Department of Juvenile Justice as a Training Instructor where she taught various certification courses for juvenile correctional officers. Most recently, Jenise worked with the South Carolina Criminal Justice Academy (SCCJA) where she was a senior instructor in the detention program. She handled detention research, curriculum development, and basic training to include defensive tactics for detention and law enforcement officer certification. During her time with SCCJA, Jenise completed her master’s in Industrial/Organizational Psychology from Adler University.

Sarah Flesher

Project Manager

Sarah Flesher joined The Moss Group in 2024 as a Project Manager. Prior to joining TMG, Sarah was the Chief Consultant at Endurance Project Management, a boutique firm that she founded in 2013 that specializes in overseeing large-scale projects for state and local government as well as for-profit and nonprofit organizations. She spearheaded initiatives that encompassed the entire project lifecycle, with a focus on a human-centric approach, change management, and sustainability. In 2022 she was honored with the inaugural Douglas Hooker Award for Excellence in Workforce Equity for leading a transformative human-centered designed that streamlined processes across Metro Atlanta’s five workforce boards, resulting in advancements in racial equity and economic mobility.

Prior to founding EPM, Sarah worked as an Operations Advisor for Arabella Advisors in Washington, DC where she led a multi-departmental team to identify challenges, develop solutions, and improve operational and financial services on more than 70 projects. She spent a year living in South Africa and Namibia as the Namibian Program Coordinator for Grassroot Soccer. Her work focused on HIV/AIDS programs that utilized soccer as a delivery mechanism for HIV/AIDS prevention education. Sarah holds a MSc degree in communications with a minor in public health from the University of Tennessee and a BSc degree in business administration with a minor in media arts from Eastern Oregon University.

Marian Geiger

Project Manager

Joined The Moss Group in 2021 as a project coordinator following her graduation from the University of Maryland, College Park with a bachelor’s degree in Women’s Studies and a minor in Humanities, Health, and Medicine. Marian has extensive internship and experiential learning experiences in sexual assault prevention and response and reproductive health care. During her time at NARAL Pro-Choice Maryland as a policy research intern, Ms. Geiger helped to create a disability justice campaign that expands on disability within the reproductive rights movement. She also supported qualitative research efforts and created deliverables on the criminalization of pregnancy and disability on state and nationwide levels. While working with the Maryland Coalition Against Sexual Assault (MCASA), Ms. Geiger aided research and programming efforts around intersectional approaches to sexual violence prevention and response. In her final semesters at the University of Maryland, Marian actively contributed to campus efforts around hate and bias response and diversity, equity, and inclusion practices. Ms. Geiger is excited to support The Moss Group’s efforts to improve correctional care practices. 

Ken Hyle

Vice President, Correctional Services

Ken Hyle joined The Moss Group as a Project Director in 2022. He began his career in the U.S. Department of Justice, Federal Bureau of Prisons in 1992, and throughout this time, he worked extensively on criminal justice issues and employment law matters. He retired from the agency as the General Counsel in 2022. Mr. Hyle had oversight of legal training and of a broad range of practice areas to include correctional law, litigation, policy development and review, real estate and environmental law, government contracting, the Freedom of Information Act, and government ethics. He was appointed to the Senior Executive Service in 2011 and has been recognized with two distinguished service awards from the U.S. Attorney General for his work on PREA regulations and staff diversity management. Mr. Hyle received a bachelor’s degree in Political Science from Boston University in 1991. He attended law school at the National Law Center of the George Washington University and received his Juris Doctorate in 1994.

Shannon Murphy

Sr. Project Manager

Joined The Moss Group in 2016 as an onsite project manager for the New York City Department of Correction (NYC DOC). She leads and coordinates TMG’s project support for NYC DOC’s PREA compliance efforts, including coordinating leadership symposiums, implementation workgroups, and training of DOC’s 11,000+ uniformed and civilian staff in the prevention, detection, and response to incidents of sexual abuse and sexual harassment against inmates of the operated facilities. Ms. Murphy brings with her 20 years of experience working in county community correctional environments, developing and implementing assessment protocols, programming, and sentencing initiatives to improve offender outcomes in the community. She led NIC’s Transition from Jail to Community project with the Douglas County (Kansas) Sheriff’s Office and was responsible for resident service development and outcome evaluation as deputy chief of programs with Montgomery County’s Pre-Release and Reentry Services (Maryland). Ms. Murphy holds a Master of Public Administration, with a focus on local sector government, and bachelor’s degree in Sociology and Crime and Delinquency Studies from the University of Kansas.

Jennifer Sheahan

Project Manager

Joined The Moss Group in 2021 as a project manager working with agencies developing PREA programs under a grant from the Bureau of Justice Assistance (BJA). She leads and organizes TMG’s project support for agencies under the BJA grant to achieve PREA compliance, including policy implementation and leadership development. She also is responsible for the coordination of efforts to train agency staff in the prevention, detection of, and response to incidents of sexual abuse and sexual harassment against inmates in their custody. She brings 25 years of experience working for non-profit agencies contracted with the New Jersey Department of Corrections and State Parole Board to provide residential community release programs for male and female inmates and parolees with substance abuse and mental health issues. Ms. Sheahan has experience in program development, policy implementation, monitoring program outcomes, and staff training. In 2015, she was responsible for the ACA and PREA compliance of 45 facilities throughout the country. From 2005-2011, she was a volunteer member of the Clifton, New Jersey Domestic Violence Response Team. She was a founding member of the Passaic County Sexual Assault Response team, where she volunteered for 10 years. She is certified as a Department of Justice (DOJ) PREA auditor. Ms. Shehan holds a master’s degree of Human Services from Lincoln University, with a concentration in counseling, and bachelor’s degree in Sociology from Duquesne University.

Deepa Shrestha

Sr. Staff Accountant

Joined The Moss Group in 2017 as a staff accountant.  She has an accounting degree and is responsible for the daily processing accounts payable and receivable, payroll review, and for assisting the accounting manager with tasks as they arise.  Ms. Shrestha works closely with the CFO, human resources department, and accounting manager to ensure that employees and consultants are paid timely and accurately.  Her work contributes to the delivery of budget to actual reports and the production of financial statements. Before joining TMG, Ms. Shrestha worked as the primary accountant for a consulting firm in Virginia. Ms. Shrestha has Bachelor of Science in Accounting from Athens State University, AL.

Molly Volkmann

Chief Financial Officer

Joined The Moss Group in 2017 as an accounting manager. As Director of Finance, Ms. Volkmann leads the financial planning strategy for the organization, including analyzing and reporting on financial performance. She is a certified public accountant and as an executive team member, works closely with the President and CAO in preparing forecasts and budgets and developing and implementing accounting principles. Ms. Volkmann has oversight of the accounting team, including AP and AR, and the delivery of budget to actual reports, projections, and financial statements. Before joining TMG, Ms. Volkmann worked in the finance department at a hedge fund in Boston, MA. Ms. Volkmann has a Bachelor of Arts in Economics from The University of Connecticut.

Tina Waldron

Project Director

Joined The Moss Group in 2012. In her role as a project director, Ms. Waldron provides leadership and expertise in areas such as evidence-based correctional practice, leadership development, gender-responsive practice, reentry, mental health, agency and facility assessments, and strategic planning. Prior to her work with TMG, Ms. Waldron served as the reentry and women’s services manager for the Missouri Department of Corrections (MDOC). In this role, she worked closely with representatives from MDOC, partnering state agencies, and community partners to research, plan, and evaluate Missouri’s Reentry Process (MRP). MRP strategies were designed to advance the ability of the system to assist offenders leaving prison in preparing to reenter and successfully re-integrate into the community with the ultimate goal of enhancing public safety throughout the state. She has also served as a program consultant with the Kansas Department of Corrections (KDOC) where she acted in a leadership role in implementing evidence-based practice in community corrections and provided oversight, technical guidance, and training to Community Corrections Act agencies across the state. Ms. Waldron has served as a research analyst at KDOC, is an advanced communication and motivational strategies master trainer, has published articles on state specific risk reduction and reentry, and has taught as an adjunct professor of psychology at Washburn University in Topeka, Kansas. She received her bachelor’s degree in Psychology and master’s degree in Clinical Psychology from Washburn University.

Wanda Womack

Coordinator

Wanda Womack joined TMG in 2025 as a Coordinator, providing administrative and logistical assistance to the leadership team, and supporting numerous internal projects, workflows, and systems across the organization

Prior to joining TMG, Wanda served as Coordinator for the Economic & Social Development Division at Management & Training Corporation (MTC) in Washington, DC, beginning in 2014. There, she has streamlined workflows, coordinated global travel, and represented the organization at major conferences. Her other previous roles at the American Council on Education, NRI Staffing, and various federal and educational institutions have equipped her with a strong foundation in budget management, data analysis, and executive-level support.

Ms. Womack is a dedicated administrative professional with over 15 years of experience supporting executive teams and managing complex office operations. She brings expertise and tremendous skills and experience to help us continue to deliver excellent work with our partners and supporting our mission of creating cultures of safety.

Grace Yunis

Director of Program Delivery and Quality

Grace joined TMG in February of 2025 as the Managing Director of Program Delivery and Quality where she will focus on client delivery, quality control, and program operations. Grace is excited to join the TMG team and creatively develop solutions to streamline delivery, increase team collaboration, and enhance the client experience.Prior to joining TMG, Grace most recently served as a Director for Guidehouse solely focused on public sector consulting. Across her 10+ year tenure with Guidehouse, she held numerous roles focused on client delivery and led large teams developing and implementing solutions related to data modernization, Information Technology (IT) governance, project and portfolio management, strategic planning, communications, process improvement, and change management. Grace earned her master’s in business administration from Georgia State University, received 2 BA degrees from Wofford College, and holds a PMP certification. In her spare time, Grace enjoys spending time with her husband and two sons, hiking, reading, and baking.
